West Virginia's Foster Care Crisis: A Desperate Need for More Loving Homes

West Virginia's foster care system is facing a critical shortage of available homes, leaving vulnerable children without the stability and support they desperately need. As the state grapples with a rising number of children in need of safe havens, the struggle to recruit and retain foster families has become a pressing concern, with many children forced to stay in hotels or shelters due to the lack of suitable placements.

Transforming Lives, One Home at a Time

The Overwhelming Demand for Foster Homes

In the first week of October, the Necco Foster Care office in Fairmont received a staggering 91 referrals, totaling more than 100 children in need of a safe home. However, the office was only able to find homes for a mere two of these children, highlighting the dire shortage of available foster families. The challenge is particularly acute when it comes to finding homes for siblings and older youth, with the state considering children as young as 6 years old to be "older youth" in the foster care system.Nicci Hawkins, a licensing specialist with the Necco office in Fairmont, emphasizes the heartbreaking reality of children being forced to wait in offices, unsure of where they will be placed next. "I could not imagine being a child who is possibly sitting in an office waiting for another home to go to whenever you have been taken from your home," she said. "You're sitting in an office by yourself, and possibly just hearing over and over again that you're being denied a home."

The Statewide Foster Care Crisis

West Virginia's foster care system has struggled to keep up with the high rate of children entering the system over the past decade. The state leads the nation in the rate of children coming into care, with more than 6,000 children currently in the system. This crisis is fueled by the state's high poverty rate and the ongoing substance use crisis, which have contributed to the growing number of children in need of safe and stable homes.At the start of 2023, there were on average only 1,427 certified foster homes in West Virginia, with only 25% of these homes reporting a willingness to accept youth ages 13 or older. This shortage of foster families has led to children being placed in out-of-state group homes and in-state emergency shelters, a situation that the state is working to address.

The Vital Role of Foster Families

Child welfare experts emphasize that a family setting is the best environment for children in foster care, providing the stability, support, and love that they need to thrive. However, recruiting and retaining foster families remains a significant challenge for the state.Del. Adam Burkhammer, a foster parent himself, has advocated for better state support for foster families. He believes that the number one essential need for the child welfare system is foster families, without which "the entire system begins to crumble." Burkhammer and his wife became licensed foster parents in 2020 and have since adopted a daughter through the foster care system, driven by their desire to make a difference in the lives of vulnerable children.

Addressing the Crisis: Strategies and Challenges

The West Virginia Department of Health and Human Services (DoHS) has launched a campaign to recruit more foster families, recognizing the critical role they play in providing stable, secure homes for children in need. Hawkins and her team at the Necco Fairmont office are actively participating in community events, putting up yard signs, and employing various strategies to raise awareness and attract potential foster families.However, the challenges remain significant. The state spends .1 million annually on temporary housing, including hotels, for foster children, as Child Protective Service workers are required to stay with children in hotel rooms. Burkhammer suggests that the state consider raising the reimbursement rate for foster families, which was last increased in 2020, to better support them in the face of rising inflation.Hawkins emphasizes that Necco is committed to supporting foster families through any challenges they may face, and she encourages individuals and same-sex couples to consider fostering, as they may be unaware that they are eligible. "I always tell families that even if you have one extra bed, that is one child that you are able to help, and you're not going to be doing it by yourself," she said.The future of West Virginia's foster care system rests on the willingness of the state's residents to open their hearts and homes to these vulnerable children. By working together to address the crisis and provide the necessary support, West Virginia can ensure that every child in need finds the stability, love, and care they deserve.
